In the Takefu district of Echizen City, Fukui Prefecture, Volga rice has been eaten by some locals for over 40 years. However, at the time it was only a delicacy known to those in the know, and had not yet become one of Fukui's specialties as it is today. A number of factors came together, including the desire of local people, including the Japan Volga Rice Association, to revitalize their local area, as well as the impact of the name and appearance of Volga rice itself, and this led to Volga rice becoming established as a part of Fukui Prefecture's current food culture. As for the origin of the name and the shop where it originated, there are several theories and it remains shrouded in mystery.

Founded in 2010. At the time, local gourmet food was in the spotlight, so we wondered if there was anything we could do to make Echizen City more popular. While we were thinking about this, we decided to focus on "Volga rice," which has been in the area for over 40 years, and so we established the Japan Volga Rice Association. Although it is called an association, it is not a strict association. There are no rules or membership fees. The only custom is that the chairman is called "Volgachev" and the members are called "Volga Rice (those who love Volga rice)." Volga rice has always had great potential, and it is a local soul food that has survived quietly but powerfully. We want to research and analyze this beloved soul food as a local specialty and promote it nationwide. And we want many people, including locals, to realize the good points of Echizen and Takefu through Volga rice. We feel that this is the mission of the Japan Volga Rice Association.
